While we feel pleasure to share our data of membership the movement/ enthusiasm seems to be slowing down. Although we have crossed 1000 marks with in a short span of time but still much needs to be desired as our total strength is around 2800. So while we shall keep sharing this data with all of you this Herculean task can not be completed unless each one of us gets convinced himself with the approach and then comes forward and start convincing to fellow colleagues. Even members from some of the estt who were sending their subscription have not send this year inspite of regular requests to them personally by the GS. This way our movement will lead us to nowhere. The issues undertaken by us affects all and there can not be a categorization of such kind where only members can be benefited. Although we are working on those lines also where only members would be able to reap those benefits. This has also come to notice that some small groups who are/ were running their mini associations are not willing to loose control or merge their units under the ambit of this large formation. To such peoples we would urge to have a broader mind set as in our case they can still become our Branch Secretaries if they have following under them. The subscription has been finalized keeping in mind the need of various nature of expenses e.g. stationery (including pen drives & CDs), RTI charges, charges to get old references & records , conveyance charges, phone charges, charges for purchase of various books (Swami Books & other related books/ literatures), various charges incurred on pleasing various means to get the old references and early issue/ disposal of letters, Charges to seek legal Advice of Lawyer and on other welfare measures suggested vide our previous letters, etc. This is always done with the consensus of all members and a vigil will always be on in the shape of auditors. A big corpus generated by this means, will embolden our confidence and increase our liberty and finally will affect our decision making and always will be beneficial to all. Hopefully peoples could guess that how the policies are finalized/ decided in DGQA & number of times the files rotate between Ministry and DGQA to seek various old references and various clarifications . If no follow-up is made by AIDEA, the files are dumped as priorities are different at every level and there is no time frame set for welfare measures and it takes its own course. This way one comes across to duties of various sections of MoD and keeps following them for favorable outcome and sometimes gets disheartened one-way for non materialization of task timely and secondly for getting letdown by his own colleagues who keeps asking/ shooting queries of various nature and wants feedback/ results instantaneously without contributing/ knowing / supporting towards formation of mass base. To such colleagues we would advise that not to rake up issues unless our base becomes strong. We will keep appraising to all the moment things materialize. For you people sitting at far away places it is quite easy to criticize /de-motivate/ find short comings for delays and non materialization of some of issues at par with other central government Ministries/ Departments. Even for us sitting at HQ Delhi, it was also quite difficult to come close to each other and talk/ make acquaintance with each other having distinguished backgrounds to form such a unique Association. Some might not believe that with no base some of us kept continuously interacting with various dignitaries (inside DGQA as well as outside DGQA) for common interest of all. This also we can explain that to get Rs 4600/- grade pay for A/F how we ran from pillar to post (to convince DGQA officers & different Joint Secretaries in MoD) to get it materialized which was already sanctioned by Pay commission. Even some of references were sought from Min of Fin & DOPT. When old references are referred/ asked it is like digging the well in search of water wherein sometimes you succeed and sometime doesn’t and then start digging again at new site in search of your quench. Also with great difficulties we were able to get RTP 2011 amended for Para 9 where is was written that no person can come back to same station. So once again we request you to come forward and put your thrust on increasing our membership base as rest will automatically be taken care of subsequently. Some of the on-going important activities on which we are working with, are as under:- i) RTP ---------------------Put up draft proposal to DGQA/MoD to adapt flexible approach and exclude JE(QA), sensitivity and include 50 years cut off age in RTP. ii) Amendment of Recruitment Rules for early submission/ clearance so that AE(QA) is directly promoted to the post of SSOII. iii) Grant of Grade Pay of 4800 and 5400 after 04 years of service for AE(QA) and 4600 to JE(QA)-------------------- follow-up for early submission/ clearance. AIDEA has filed a case in CAT and hoping a positive outcome. iv) Merger of JSO with SSO-II --------------------Regular follow up is made by AIDEA. Expected a very very early clearance from Deptt of EXpenditure. v) AIDEA is opposing merger of Tech, Scinti and draughtman category and wont let it happen. ......................and many more which are not being mentioned here.
