Who imposes curfew? When separatist leaders say that Jammu and Kashmir is a police state, many a brow is raised with government objecting the assertion for it undermines its power and utility, both. But then, it is the same government which provides countless reasons that reinforce the belief that separatists are not entirely wrong in their accusations. For instance, the curfew or restrictions are imposed under section 144 CrPC by district or divisional administration headed by District Magistrate or Divisional Commissioner respectively. It is the civilian administrators who, of course in consultation with other officials including the police, decide whether or for how long the curfew and restrictions will continue.
