Firstly, the ANC, through its government, frustrated the prompt release of the Nkandla Report through the abuse of court process; Secondly, the report was leaked by persons unknown putting the pressure on Madonsela and her credibility (only her enemies benefitted from such); Thirdly, all the ANC aligned structures organised press conferences and media releases to attacked her for the leak; and finally the ANC general secretary holds his own press conference in line his surrogate structures to put more pressure and demand the immediate release of the report - clearly, with or without the security concerns. He then asks irrelevant questions because President Zuma, before parliament, took ownership of the upgrades. The ANC SG asks: Whether Zuma himself requested the security upgrades, and whether he asked for a swimming pool, the moving of a tuck shop, and bulletproof windows.
