Who is to blame whom to be blamed? Er. Such disasters consume scores of invaluable lives and destroy the developed areas. Each natural calamity asks the governing machinery and the ruling politicians what they had learnt from the past disasters? The cloud burst and devastating flash carrying mud and boulder in U’Khand is not a new to this country. With the past similar experiences the central government should have worked scientifically with engineering know-how to encounter these eventualities across the nation. The state government should have involved ensuring the healthy participation in such projects without seeking political tags. Had the governments sincerely taken the devastation of U-Khand state at initial stage considering the weather report submitted by the concerned department well before the tragedy occurred, majority of the precious lives would have saved? Both governments are tying their best to overshadow their follies by their tall claims of efficiency which infact they lack. The Congress being habitual in forming certain committees to investigate or to declare some projects to ensure protection from the future similar calamities as this trouble partly subsides. Some of the most publicized projects announced by the government are Vulnerability Atlas to mark earthquake, heavy flood and sunami zones, Micozonasion of cities to bifurcate cities on the basis of suspected earthquake scale, National Earthquake Disaster control scheme, Mobile Radiation Detection System project, National School Safety Programme, National Data Base for emergency management project, Satellite Based Communication Network project, Airborne Laser Terrain Mapping & Digital Cameras system, Disaster Management S U Radar, Doppler Weather Radar scheme, National Disaster Management Informative system project. One of these projects was to be completed in 2005 but started in 2006 with an expenditure of Rs. 6.77 crores its center is established in the office and residence of the PM which is not functioning, the investigation of one of the project is shelved before its completion because of state and central departments confusion, one of the project was started in 2003 is still not completed inspite of consumption of Rs 29 crores on it, for one project the equipment is purchased the utility is not started, on one project the government has spent Rs.35.64 crores but those Radars are not installed. Similarly the reports of Delhi “Damani” bus gang rape are kept under the carpet. The nation has a right to ask this government why these projects were not sincerely handled. The Central and State governments are bound to clear their position on their slackness in casually handling the weather warning report of Metrology department suspecting this calamity in U-Khand state. Why the so-called national saviour politicians skipped after 16th instant when they were required to be present on this unfortunate incidence? Can some ask for the different yardsticks of the Congress disallowing landing of Gujarat CM (BJP) and at the same time permitting Haryana CM (Congress) to land in U’Khand? The U’Khand government had earlier expressed its inability to receive and deliver the relief material to the victims so requested to mange of their own to do so. The other state governments offered to take responsibility of lifting the rescued pilgrims of their states to home. Instead of utilizing this service in the interest of the rescued pilgrims the Home Ministry forbid all such choppers to land without permission of the U’Khand government. Congress retaliating on the Gujarat government offer to undertake the restoration of sacred shrine of Kedarnath Ji utilizing modern technology with expertise of the concerned departments has unleashed criticism for it. Is it not politicizing this tragedy? In the Union of India some states are being governed by the Congress political party who is leading UPA at the Center and some are being looked of by other political party governments. All these states are of the Indian Nation and the Central government is bound to maintain equal approach for their handling. If one state offers for restoration of the sacred temple, other may volunteer to rebuild the damaged road connectivity some may come forward to reconstruct the ruined structures. This exhibits unity of the nation and Indian culture which unites the human coming above the politically divided lines. Such tragic eventualities have always made the Indian stand together to thwart the pain leaving behind the scattered section of society on the quota system. The Congress can’t digest this unity, they never tolerate non-congress section of the society thus create a scene after a scene with those statements which practically no seasoned human shall like to utter or listen. The Congress leaders are appreciating silent working of Rahul Gandhi Vice-President of Congress for the victims of the U’Khand tragedy but one is shocked to find him standing with his mother to flag the congress relief trucks for Kedarnath calamity victims. Such statements can’t cover up his negligence of ignoring this tragedy to leave for abroad after cabinet reshuffle on 17th instant. The UPA government must keep the states together, move taking every Indian along and shelve the British policy of quota system in dividing the Indian civil society for their political survivals. Its pro-separatist and encouraging valley centric politicians’ policy requires rejection to come out with a strong signal by rejecting so-called autonomy, self-rule and plebiscite demands. The congress must repeal the article 370 to let the valley people join with the national main stream. The congress must rebuff the cry of repealing AFSPA till the last militant and anti-national self-styled leaders are put to dust. Can congress justify cry of repealing AFSPA even by overlooking the alarming increase in precious live loss of the security forces? The eight martyred soldiers and fourteen injured incidence in Srinagar questions the claim of politicians of peace attained in the valley? Can they justify the removal of bunkers which increased damages to the defending forces and provided escape to the militants? Can the state government justify the indulgence of stone pelting youth in the police arm that disobeyed the official orders and went in for the violence? Can state government speak for her silence on the holed Jammu region pilgrims in U’Khand? Can this government differentiate between its pro-valley and anti-Jammu region attitude? The society is finding the main anti-Jammu region culprit among the Congress, BJP and the Jammu centric regional parties who are not truly standing for its rights. Though they demonstrate for certain rightful necessity of this region and join hand with the valley centric leaders where congress is bound to bow to the Nehru-Gandhi dictations as that and Abdullah family have their dynastic nexuses for this state. The Indian defence force is exhibiting its exemplary courage and dedication in rescuing the stranded pilgrims in U’Khand in most tedious mountainous zone where the political governments surrendered lacking the infrastructure they are bound to establish. This force deserves the national salute from all the walk of the life. The personal political lusts are ignoring the national interests and society must prepare to listen of more formation of investigating committees or new projects connected to the present human devastation in U’Khand. These shall meet to the same fate of the earlier projects. Society is in fix to find who is to blame, whom to be blamed?
