Who said President Kenyatta does not believe in devolution? He is here on record professing his love for the system: Ø Uhuru says the IMF has decided that the counties will not be able to manage Cash. “The IMF has decided that county governments created by the new constitution lack the capacity to manage monies that will be allocated to them.” He called for a centralized system of managing the fund (The Star, August 24, 2011). Ø Section 10 of the Public Financial Management (PFM) Bill authored by the Treasury led by Uhuru Kenyatta as the Minister for Finance, give to the National Treasury unfettered powers to "manage, supervise and control" all fiscal affairs at both the national and county levels. Treasury further insists that leaving the counties to have a say on their finances will be akin to acknowledging that they are "distinct" -- essentially meaning 48 governments (47 counties plus the central government) (The Star, August 24, 2011). Ø “Provincial Administration is in there to stay,” says Uhuru (Daily Nation, September 24, 2010).
