Who would even consider legislation gutting protection for all our streams? During a committee meeting Monday afternoon, Delegate Justin Marcum, D-Mingo, proposed eliminating the statewide application of Category A to cure what he said was a “very overbroad” policy. “It’s really an undue burden we’re placing on the citizens of the state and any type of business we might try to bring in,” Marcum said.
