Who would make an effective Civil Servant and Leader( Office of President) of the nation of Guyana? Good Morning Wayne. An excellent question however, instead of choosing one of the persons you mentioned, I will answer it slightly different. The most effective Civil Servant and Leader (Office of President) for the nation of Guyana would an individual who understands how most of the democratic governments and progressive nations in the world like Brazil, Britain, Israel, Canada, Japan, South Africa, United States, India, Germany, Ghana, France, Barbados and many more nations continue growing economimcally and industrially by initiating and practicing most of the successful Real Democractic principles for all of their citizens . Therfore, Guyana needs An effective Civil Servant and Leader whos willing and able to promote local government elections, democratic political institutions, accountable managers, a discipline and professional governmental system and maintain “Genuine Separation of Government Powers” in order to have positive effects on the country’s social and economic achievement. When most developing countries transition to stable electoral democracy it accelerates in developing the society and helps to facilitate economic development “of the right kind” in that country. Therefore, an effective Civil Servant and Leader (Office of President) for the nation of Guyana should fully understands these eight (8) Development Principles which continues to make other nations successful, productice and efficietn. Theu are: 1. Development & growth in the productive capacity of the country, ie., growth in productivity of labor, agriculture, and capital (leading to growth in per capita incomes and per capita assets) for all of the Guyanese citizens. 2. Development that leads to significant and continuing improvement in the quality of life for the poor and the near-poor Guyanese citizens (that is, the majority of the population in most the country) 3. Developmentin Guyana that serves to broaden the distribution of economic assets and incomes of the Guyanese people. 4. Development in Guyana that leads to improvement in conditions of health and safety in the workplace. 5. Development that leads to improvement in “quality of life” issues for all the Guyanese people such as improved access to health care, clean water, education, decent jobs and their abilty to have license for airwaves, TV and every other form of communications in Guyana. 6. Development that leads to sustainable environmental change and resource use in Guyana. 7. Development that leads to improvement in gender equity /equality over time, for all the Guyanese people. 8. Furthermore, an effective Civil Servant and Leader (Office of President) for the nation of Guyana should fully understand that economic development for Georgetown, Linden, New Amsterdam and all the towns and communities will be faster and better when the Guyanese citizens start electing their “local leaders,” & hold them accountable for their action…and vote them out of office when necessary. Finally, an effective Civil Servant and Leader (Office of President) for the nation of Guyana should fully understand that Local Government elections will bring political stability, stamping out corruption by the PPP ministers and their associates who dominate & control the country’s economy and real transparent/accountable democratic Government which is lacking in Guyana right now.
