Why Mallam Nasir El-rufai and Mr. Barnabas Bala Bantex? Kaduna state Givernor and his Deputy Governor. Case study El-rufai. Mal. Nasir El-rufai was born on the 16th February 1960 to a humble family. He is 13th child in the family of 15 children. EDUCATION Mal. Nasir El-rufai attended Barewa College Zaria where he graduated top of his class winning the Barewa Old Boys Association Achievement Trophy in 1976; ~Obtained a First class degree in Quantity survey at the prestigious Amadu Bello University Zaria. ~Attended post graduate programs at Harvard post Business Schools and Georgetown University. ~Completed an LLB degree (law) from the University of London. ~Masters degree in public Administration from the John F. Kennedy Shchool of Government Harvard University June 2009. PERSONAL CAREER In 1982, Mal. Nasir El-rufai established what is turned out to ne a very successful Quantity Surveying and project management firm with three of his friends. The firm has successfully carried out numbers of projects across the country, providing jobs to several professionals in the construction industry and many people. PUBLIC SERVICE The accidental public servant as he is popularly known has held several key important position which have impacted the lives of Nigerians. Not only was he a part of several committees but also had a huge impact on the positive decisions that were made. ~ Member of the transition committee set up by the then military head of state Gen. abdulsalam Abubakar. ~ served as the director General Bureau of Public Enterprise. ~ secretary for National Council of Privatation. ~ Minister Federal Capital Territory (FCT)... During his time as the Minister of the FCT, he... =Oversaw the Ministry of commerce on two separate occasions. =Oversaw the minister of interior as well... =Chaired several high profile cabinet committees. ACHIEVEMENT Along with the president Olushegun Obasanjo and members of the economic management team Mal. Nasir El-rufai led the reform of the Nigerian Public Service which had become dysfunctional during the long years of military rule.. ~He led a committee that established a mortgage system in Nigeria, National Identification Card system in Nigeria. His appointment as the minister of the then Ministry of the Federal Capital, can be said to be where he established himself as a trend setter and a policy maker. His policies and vision for the Ministry created the model with which it is presently run. Till today, the FCT can be seen as a case study to states not only Nigeria but around the world. As the Minister, his first policy was to change the fact the the territory was referred to an was run as a ministry and immediately changed it from the Ministry to the Federal Capital to what is known as the Federal Capital Territory FCT till date. In doing so, he set up agencies and secretariats that saw the effective running of the affairs of the territory in different aspects. The impact of this was immediately felt not only in the ministry but on the lives of the indigenes. Abuja was completely sanitized and its image as the federal capital was transformed for the best. Some of the agencies that were established include... 1. ABUJA GEOGRAPHICAL INFORMATION SYSTEM (agis) : This was created to curb the cumbersome nature with which land and properties were registered with the department of lands. Before the creation of the COMPUTERIZED SYSTEM OF REGISTRATION, before him land registration was done by the used of papers and files, a system that created avenues for fraudulent activities and the production of multiple registration. This system also made the process of the land registration a lot faster and more reliable. The success of this system has been seen in replicated in some states around the FCT. 2. SATELLITES TOWN DEVELOPMENT ADENCY (stda) : this agency was set up for the creation and establishment of new settlement in the FCT. It is tasked with the responsibility of providing basic infrastructure that helps the new areas compete with the central areas at the same time reducing its congestion. The agency started the development of the pioneer area councils which include the likes of... -BWARI -KARSHI -KUJE It also provide resettlement areas for the locals mainly the Gbagis which saw the design, construction and allocation of houses that catered for their housing needs, one of such projects was the APO SETTLEMENT. The Federal Capital Territory Administration ran the administrative affairs of the FCT and different secretariats were sets up to this effect. These secretariats headed by Executive Secretaries. These secretariats include... - Area Council Service Secreteriats - Health and Human Service - Social Development Secretariats - Legal Service Secreteriats These secretariats-were able to achieve numerous notable strides which include the very FIRST PUBLIC PRIVATE PARTNERSHIP IN HEALH CARE delivery in this country, the Garki Special Hospital. This was achieved Special under health and human service secretariat. The first step for the transport Secretariat was to ban the the use of motorcycle popularly known as Okada within the city centre which reduce accident rates by a whooping 80 percent. To ease the movement of people around town, certain measures were put in place. These include the introduction of buses under Abuja Urban Mass Transport Company AUMTCO which conveyed passengers who lived in the outskirt areas of the FCT (till today they are still referred to as El-rufai buses). The secretariat also introduced other means of intercity transportation popularly known as London taxis and 307 luxury taxis which were eventually sold to the drivers under a monthly payment arrangement. The area council service secretariat was also charged with the responsibility of providing modern market structure in every local area council and saw to the demolition of illegal markets within the FCT. These and many more were achieved under the four years spell as the Minister of the FCT. El-rufai going by his records, experience and achievements, man El-rufai has all the necessary Qualities needed by a leader to move Kaduna state forward. Despite the numerous positions he held at the National level, he has never been found wanting even with different allegations labelled against him. His vision in policy making is not only unique and trend setting but they also open doors for job creation. El-rufai/Bantex and there team are the people kaduna state need to move forward.
