Why is there a 7 day wait? Why does the State of Maryland have a 7 day wait before receiving a regulated firearm? During the original passing of legislation in the early 1990s, this requirement was sold as a, cooling off period. It was alleged to stop you from purchasing a firearm with the intention of causing harm to another person or themselves. A 7 day wait would give you time to think about it. Please excuse my language here because I couldnt think of a more appropriate description. THS IS BULLSHIT! The 7 day wait was created so the Department of State Police would have time to conduct your background investigation and send a response to the dealer. Everything was done by U.S. Mail then. It took that long to receive the application, process it, approve it and send it back. With electronic submission, there is simply no reason to wait seven days. Also, if you have already gone through the process of obtaining a Handgun Qualification License, then havent you had enough time to cool off? Federal law even provides an exemption for the NICS check to be made for states that have a licensing scheme that is approved. Federal law says you dont need a second background check (NICS Check) if you have an HQL. But, the state must ask for approval to be granted this exemption. Currently, when you obtain a Handgun Qualification License in Maryland, you submit fingerprints. Fingerprints are the key to automatic notification. If you are arrested and you possess an HQL, the Department of State Police receives an automatic electronic alert/notification. You are paying $50.00 for an HQL process and background check. (Plus costs of fingerprinting and Training) When you purchase a firearm, you are paying an additional $10.00 for the same background check to be performed again. Nothing changes here. This simply does not make sense.....unless you are intentionally trying to deny or delay the rights of Maryland citizens.
