Why oh why should the residents of the area pay the energy bill of the mines? The mining lobbys late night effort to add cost-based rates (aka cost of service) to the Environment omnibus is an effort to transfer the taconite mines cost of business to residential and commercial customers. Cost of service is a process of allocating across residential, commercial and industrial customers a utilitys cost of providing electricity. The mining lobbys proposal is to shift more of the burden of the utilitys cost of providing electricity to residential and commercial customers in Minnesota Power and Otter Tail Powers service territory.
