Why would anyone give up the best weapon they have, albeit currently purely defensive, when they are still in a war? To expect that North Korea should give up nukes when their conventional arms are falling ever behind while they have two adversaries practicing regime change is well... ridiculous. The US has yet to seriously offer a Peace Treaty and a durable peace regime in exchange for nukes which indicates that we are willing to live with a nuclear armed North Korea and risk further proliferation, for our military presence on the peninsula. That said, the result will be that North Korea will remain quite under developed, isolated from the international economy.
