Winning Together Strategy. In fact a period of prompt unopposed advancement into deep of the territory of Ukraine has enforced the Russia to disclose early his true interventionist identity, uncertain interim objectives and sporadic tactics. In turn all this has combined some uncertainty and caused to consolidation of insurgency as deep as possible. On contrary the latter is felt now to be taking its original “interim” role more seriously thus attempting to bargain “interventionist strategy” on own advantage. Sure, starting from the Crimean campaign the insurgency leadership was more informed of overall strategic plans. In fact it was less the insurgency than their brokers who would be trying hard to take any diplomatic papers away from the table to conclude the strategy. All my preceding posts focused on facts of how Russia’s Soviet brewed military establishment had to establish and apply command arrangements. However, the body of that knowledge is particularly important in understanding how Russia’s order specific top down command arrangements often driven strongly by the personalities and styles of individual military leaders could operate in diverse environment. Much of this operating area is denied territory, a region where for political reasons military forces can not operate openly. They must maintain secrecy and avoid detection while operating. Moreover those forces under centralized control as main source of Russian reinforcements are limited in resources and strength, their special tactics are predictable. At last these units organized to operate selectively in deep behind enemy’s lines - often directed at higher command- are widely utilized as the main forward troops which are in immediate contact. To be successful the Russia’s high military leadership and their staffs are required to work at all three levels of command (strategic, operational, and tactical). Those forces involved in the AO can be remained under their control (one element for C2) but only when officially committed. As a practical matter, both strategic and operational levels are combined and retained for political bargaining. Not surprisingly, the higher command (another for C2) do rely largely on using special forces as main forward troops not just to be perceived as lacking experience but as enormous pressure for both trusted subordinates and time critical work. Hence, taken together - uncontrolled insurgency and the use of sporadic low capable military tactics supported by limited loyal subordinates in the pursuit of interim operational objectives particularly on strategic level eventually leads to inability by in theater HQ to translate strategic guidance into tactical instructions. Once established an insurgency network of self control commands as centers of gravity were designed to assign attrition tasks to their subordinates who are then expected to employ all assets available to them to accomplish the operational objectives. As the situation unfolded to their disadvantage low ranking insurgents realized that the scaled intervention would not follow because neither military operational nor strategic issues have emerged. The insurgents had necessarily to use force initially while soon after their military actions are presented as exclusively forced measures for self defense. The insurgents are fluid because they have neither responsibility nor concrete assets. They seek for a favorable situation, unless external factors force him to accelerate his moves. Asymmetry of political and militaries in approaches to achieve strategic goals as initially planned before culminated in uncertainty by the Russian command as to whether they were barely aware of before they were over. Although higher political command realized that it was only possible option to wage decentralized model warfare because from the very beginning the Russian political wing lacked willingness for greater control from the unified center. No more insurgents need to be monolithic in scope and be inspired for more strategic goals, no more they need unified chain of command either.
