With all respect to my friend Legislator Hood, he can make a point without impugning the integrity of a man who has served admirably as both a Finance Commissioner (who oversaw budgets with surpluses) and current County Auditor. He mockingly states as a counterpoint to my support of a well thought out, vetted bipartisan plan submitted by Legislator Carey his proposed reduction (in the Deficit Reduction Act) to $7 million per year is OK but going to $4 million is wrong? Where does it say that? Hes just making that up to bolster his weak position. A letter from his hand picked auditor is not sufficient to me, sorry. Lets talk hard and fast facts as opposed to Legislator Hoods weak position. The State Comptroller, our outside Financial Advisors, and our County Auditor clearly caution against a compromise of the Deficit Reduction Act, with rationale detailed for all. More to the point, one expert states that reducing it to $7 million, while marginally acceptable will raise some eyebrows with the rating agencies and the County should be prepared to speak with them. Clearly, common sense would tell anyone paying attention that going to $4 million would be viewed very negatively and possibly result in a downgrade. The fact that this approach increases the discipline for future budgets by raising the annual payment from $10 million to $15 million will provide understanding that we are being methodical in our transition and committed to future, responsible budgeting. But we can let all of you decide by letting you review some of the same documents each legislator has in hand. I am confident all of you will see the obvious, and hope that the legislators will do the same also.
