With nearly half of all total drug arrests over the past 20 years coming from pot, what cartels do you think are being financially hurt the most? US courts, police departments, federal drug related agencies, coast guard, and the two biggest cartels of all...the jail/prison and probation systems-(who are mostly privatized I might add). These cartels are going to fight tooth and nail to protect their budgets and income!
