With some Veterans there is a case where records are sealed and cannot be re-opened regardless of requests however for this kind of reporting, the Military would just state, No Statement At This Time. The guy wearing the metal should not be opening his mouth if he is sworn to secrecy at all costs. If he is not sworn to secrecy due to his MOS, then it is considered Stolen Valor.
