With the opening of groceries, the restoration of the water supply, and the resumption of banking operations, the return to normalcy has begun in Tacloban. On the 11th day of operations, a government task force for the reconstruction of Yolanda-affected communities has been created to ensure that, as relief items are distributed and as more communities are reached, other concerns, such as shelter, utilities, livelihood, and basic infrastructure are addressed.
