Project Jobs nchd.org.pk Government of Pakistan National Commission for Human Development (NCHD) Benazir Bhutto Shaheed Youth Development Program (BBSYDP) Women Economic Development Project (Sponsored by BBSYDP- Government of Sindh) National Commission for Human Development (NCHD) and Benazir Bhutto Shaheed Youth Development Program (BBSYDP) has launched “Women Economic Development Program” (WEDP) in the province of Sindh . The main focus of the project is to empower rural women to alleviate poverty and unemployment through short & long term trainings to be imparted to the unemployed youth of Sindh. The expected outcome of the project is to provide trained manpower through linkages to the local and international job markets as well as encourage self-employment. The overall goals of the project are to empower women in the community by providing them with the necessary skills and knowledge to enable them to become self-reliant. Help them achieve the basic literacy skills to be able to read, write simple text in Sindhi/Urdu and manage figures up to four (4) digits and able to add, subtract, multiply and divide. Instill and develop good moral standards, attitudes and values amongst youth. Sensitize, mobilize and unite youth and the community to help them face all challenges positively. NCHD will run Basic Literacy Course with provisioning of “Sewing and Stitching” skill in the current phase for a duration of initially five (5) months to train 10 , 000 trainees. The following positions are required to be filled on Contract Basis at competitive market based salaries. Project Manager (position: 01, location: Karachi) Responsibilities: Plans, directs and coordinates activities of the project to ensure that goals of the project are accomplished within stipulated time and funding parameters. Reviews plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements and allocation of available resources to various phases of project. Prepares work plan and staffing for each phase of the project and arrange for recruitment of project personnel. S/he will be responsible for the overall execution of the project as specified in the MoU including finances, administration, management, logistics and procurement. S/he will be responsible for coordination with PMU-BBSYDP, Auditor General of Pakistan and other stake holders. Directs and coordinates activities of project staff to ensure project progress on schedule and within the budget. Oversee budget and ensure financial accountability. S/he will be responsible for overall quality and management of major tasks of the project. S/he will report to Director Operations NCHD Sindh. Specifications: This position calls for dynamic professionals having Master Degree preferably in Management/Social Sciences, having atleast fifteen (15) years of relevant experience . The ideal candidate should have worked as Project/ Program Manager for atleast two (2) Social Service Delivery projects (with national/international recognition) relating to Human Resource Development (HRD) with an organization on provincial level and outreach to atleast 10-12 districts. The key expertise includes personnel, resource, financial and project management with outstanding leadership record. The ideal candidate must also have advance MS Excel, MS Project and other related IT skills. Candidates having relevant certifications such as PMP, PRINCE 2 etc shall be given preference. Maximum age limit is 45 years as on 30,h September, 2013. Deputy Project Manager (position: 01, location: Karachi) Responsibilities: Reports to Project Manager of BBSYDP -WEDP. Organizes/monitors the training activities at various Training Centers as per guidelines issued by the Provincial Coordination Unit (PCU), BBSYDP Government of Sindh. S/he will be responsible for the training activities and implementation of training components including identification of training institutions & trainers , ensuing trainees availability and maintaining the record/data base. Assists the Project Manager and pays visits for checking the progress of the program and to resolve the issues/bottlenecks if any for smooth running of the Training Program. Maintains follow-up of the disbursement of stipends to trainees and payment to training institutes as per guidelines for the Fund Flow Mechanism of Finance Department, Government of Sindh. Pays regular visits to the Training Centers involved to check the attendance of Trainees and Trainers as well as quality of training. Submits Progress Reports of Trainees &Trainers in accordance with the guidance of BBSYDP Program. Ensures that all progress reports including Monthly Progress Report of Training Institutes and other pertinent activities are submitted by 2nd of every month to the Project Manager for further disposal. Deputy Project Manager will be responsible for all correspondence with the concurrence of Project Manager. Specifications: This position calls for dynamic professionals having Master Degree preferably in Management/Social Sciences, having atleast ten (10) years of relevant experience . The ideal candidate should have worked on a similar position of atleast two (2) Social Service Delivery projects (with national/international recognition) relating to Human Resource Development (HRD) with an organization on provincial level and outreach to atleast 10-12 districts. The key expertise includes personnel, resource, financial and project management with outstanding leadership record. The ideal candidate must also have advance MS Excel, MS Project and other related IT skills. Candidates having relevant certifications such as PMP, PRINCE 2 etc shall be given preference. Maximum age limit is 40 years as on 30 th September, 2013. Deputy Manager Finance & Administration (position: 01, location: Karachi) Reports to Deputy Manager Finance & Admin (DMFA). Prepares all types of vouchers i.e. Bank/Cash Receipts and Payment vouchers, J.Vs etc. Deducts withholding, income tax and sales tax, deposits the same in Government Treasury and submits monthly, quarterly and annual returns to tax authorities. Liaise with bank and prepare monthly bank reconciliation statement. Assists DMFA in: 1. Preparation of project accounts on monthly, quarterly and annual basis 2. Liaison with External Auditor’s and Internal Auditor’s 3. Preparation and submission of reports to different Government Department 4. Preparation and analysis of monthly fund and budget variances report 5. Looking after all day today procurement and administration affairs of the project. Specifications: This position calls for dynamic professionals with B.COM, ACMA (Inter), MBA (Finance) qualifications from a reputed university with a minimum of five (5) years of relevant experience having knowledge of World Bank & ADB procurement rules and financial procedures will be a plus. The ideal candidate must have experience of working as development partners with reputable national and/or international organizations. Maximum age limit is 35 years as on 30lh September, 2013. Assistant Project Manager (Positions 02, location: Regional) Responsibilities: Reports to Deputy Project Manager. Assistant Project Manager will be made fully in charge of the training activities at the regional level and responsible for implementing the trainings components including arranging trainers, ensuing trainees full time availability and maintaining their data base. Assists the Deputy Project Manager and pays visits randomly for checking the progress of the program within the allocated region and helps the Deputy Project Manager to resolve the issues/bottleneck if any for smooth running of the Training Program. Pays regular and timely visits to the Training Centers involved in the program in order to check the attendance of Trainees and Trainers within the allocated region. Submits timely Progress Reports of Trainees & Trainers in accordance with the guidance of BBSYDP Program. Ensures that all progress reports including Monthly Progress Report of Training Institutes and Activities of the region are timely forwarded to the Deputy Project Manager for further disposal. Assistant Project Manager will be responsible for all correspondence with coordination of Deputy Project Managers . Specifications: This position calls for dynamic professionals having Master Degree preferably in Management/Social Sciences, having atleast seven (7) years of relevant experience. The ideal candidate should have worked on a similar position of atleast two (2) Social Service Delivery projects (with national/international recognition) relating to Human Resource Development (HRD) with an organization on provincial level and outreach to atleast 10-12 districts. The key expertise includes personnel, resource, financial and project management with outstanding leadership record. The ideal candidate must also have advance MS Excel, MS Project and other related IT skills. Candidates having relevant certifications such as PMP, PRINCE 2 etc shall be given preference. Maximum age limit is 35 years as on 30′‘September, 2013. Manager Contracts (Position: 1) Responsibilities: Contract Management and provide legal opinion on all legal matters arising out of contracts. Examine the cases and prepare comments on the issues raised. Suggest appropriate line of action on notices/summons received to the management. Represent NCHD in pursuing cases at Lower and High Courts. Prepare documents on a day-to-day basis, minutes, contracts, agreements and other legal documents etc. Prepare contracts with other legal entities. Prepare, review and/or modify legal documents utilized by the NCHD in the course of business to ensure and/or determine compliance with applicable laws. Specifications: An ideal candidate must have Masters Degree in Law (LLM) with a minimum of 5 years of post-qualification experience of working with a registered law firm in Pakistan. The candidate must also have hands on experience of dealing with Lower Courts and High Courts. Maximum age limit is 35 years as on 30,h September, 2013.
