He is not a threat to anyone and therefore does not require violent action toward him. 2) If 2 police officers of this size can not subdue and cuff a person his size without violence, then they need more training. 3) If the man is not complying - perhaps it is because he was tazed so many times that he can no longer understand what he is being told to do. 4) All officers involved in this should be arrested for assault, and if found guilty, jailed. At minimum, they should lose their jobs and be eternally band form ever serving on any police or security job.
