In my first 100days in office, my key objective and output as the pioneer governor of Kitui County has been to carefully put up the institutional structures for the county and to lay a firm foundation for take-off and sustainable development. Friends, I wish to share with you some of the key milestones we have made so far as a County Government: 1. The formulation of the Kitui County Vision, Mission and Core Values; 2. The recruitment of 10 Kitui County Executive Committee Members and the 7-Member Kitui County Public Service Board (CPSB) by deftly navigating the legal process 3. The Preparation and passage by the County Assembly of the April-June 2013 – initial 3-months County Budget; 4. The Preparation of the Draft County Integrated Development Plan for FY 2013/2014; 5. The Preparation of the Fiscal Strategy Paper for FY 2013/2014; 6. Preparation and passage by the County Assembly of the Annual Budget and Appropriations Bill for the 2013/2014 Financial Year within the deadline required; 7. The arrangement of Budget Public Participation Forums in the County’s eight constituencies sub-counties to facilitate public input for the 2013/2014 Draft budget and the related Draft County Integrated Development Plan and Draft Fiscal Strategy Paper; 8. The continued local engagement with members of the County Assembly to forge a harmonious working relationship – which has enabled the Assembly’s approval of the County Executive Committee, the County Public Service Board and the 2013/2014 Annual Budget and Appropriation Bill, among others. I wish to inform you that the Kitui County Budget is amongst the very few that has fully balanced. This means that our budget has no deficit and will be fully financed from the projected revenues and allocations from the Central government. The highest allocations have gone to agriculture water and irrigation (Kshs. 769 million), Land, infrastructure and urban development (KShs. 1.2 billion), Health and Sanitation (KShs. 957 billion) to mention a few. The Kitui County budget is also has one of the highest level of development allocation (47%) as a proportion of the total budget (KShs. 6.5 billion). Some of the specific highlights in the budget are as follows:- • Roads constructions with drifts and murraming (Kshs. 367 million) • Pro-Poor Support Programme- School fees support to students from economically disadvantaged households (Kshs. 110 million) • County Level Infrastructure Support Programme (Kshs. 250 million) • Electrification of institutions (Public and private) and households ( Kshs. 150 Million) • Construction of dams, Drilling, equipping and piping of bore holes (Kshs. 150 million) • Purchase and distribution of seeds of traditional high value crops e.g Millet, Sorghum, Cassava, Casta, Cowpeas, Pigeon peas, Muringa and Sweet potatoes. (Kshs.110million) • LATF projects (Kshs. 92 million) • County ICT infrastructure and civil works (Kshs. 90 million) • Purchase of tools and equipment for polytechnics (Kshs. 30.5 million) • Rehabilitate hospitals and health centers (Kshs. 25 million) • Purchase of ambulance vans for Mwingi, Kitui and Mutomo (Kshs. 24 million) • Disaster Management and firefighting (Kshs.30 million) The funds budgeted will be used to cater for unforeseen emergencies and disaster both man- made and natural. • Purchase of vehicles for Chief Officers (Kshs. 50 million) Purchase of 12 No. motor vehicles (Double cabin pick-ups) for Chief Officers will be undertaken to facilitate them in their movements while delivering services to the public. The number of vehicles is qualified by the vastness of the County. Statistically, Kitui County (30,457 km2) is more than double the size of Machakos and Makueni Counties (14,217 km2) combined. The choice for Double cabin pick-up motor vehicles is informed by the rough terrain of the county. Friends, within this critical period, posturing and hurried interventions not predicated on a clear and well thought-out plan will be a great disservice to the people of Kitui County. I will continue to engage with you frequently, now that the relevant structures are taking shape.
