POSITION DESCRIPTION: Serves as the Operations Center Engineer-Heartland, performing managerial engineering work. This position is both the Maintenance Engineer-Heartland and the Resident Engineer-Heartland with the duties and responsibilities that apply to those functions. Supervises and directs construction and maintenance staff and their activities on all state highways and bridges within the Desoto, Hardee, Highlands, Glades, Hendry and Okeechobee counties. Manages the unit’s resources to achieve the established maintenance and construction program goals and to comply with all procedures and policies related to construction and maintenance activities. Performs all required personnel administration, resource and budget management for the overall operation for the Operations Center. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees work. Coordinates with the Director of Operations to implement policy, procedure and direction. Coordinates with the District Construction Engineer and the District Maintenance Administrator and will follow their direction on implementing theDepartment’s policies in construction and maintenance while exercising independent judgment in formulating and carrying out plans for the accomplishment of the Department’s programs. Acts as the lead Department representative in the Desoto, Hardee, Highlands, Glades, Hendry and Okeechobee counties, representing the Department of Transportation with the Federal Highway Administration, city and county officials, utility companies, property owners, the media and other concerned parties. Drives a Florida Department of Transportation (FDOT) vehicle in the performance of these duties. Works with the District Emergency Coordination Office responding to emergencies which may include developing and managing emergency contracts, utilizing in-house forces to ensure proper handling of the emergency. The incumbent has emergency card “Approver” responsibilities and is an emergency cardholder. This position has vendor invoice warrant processing responsibility in accordance with S. 215.422, Florida Statutes. This position has financial disclosure responsibility.
