Workpermit rule Under tougher new rules proposed by Fifa, the subjective panel hearings have been be scrapped. The criteria would be changed with the threshold of international appearances brought down to 30 per cent, to allow for players from top nations like Brazil where the competition to play international football is that much greater. The player in question would have to play for a country ranked in the top 50 by Fifa. There would be an exemption for any player who cost more than £10m. The £10m minimum would be brought in to stop the flow of the more mediocre players priced around £2m and £3m, who are regarded as chiefly responsible for blocking the progress of academy players into the first-team squad. It is hoped the changes would encourage clubs to focus their investment on fewer non-EU players of higher quality. The Fifa(along with FA) simply doesnt want us to sign nobody youngsters like Campbell/Miyachi/Wellington Silva and neglect developing English youngsters. If a football player does not fulfil the above Fifa criteria and has his application for a work permit turned down there is the possibility for a club to appeal the decision. This appeal will be heard by an independent panel and it will be the job of the panel to assess the following things: 1) To consider whether the player is of the highest calibre 2) To consider whether the player is able to contribute significantly to the development of the team at the top level in the UK Paulista being a regular starter for Villarreal for the better part of two seasons, a club of decent standing in a top league (La Liga) can get the workpermit.
