World Teachers’ Day 2013: A Call for Teachers Teachers take the lead for quality education! This year, on World Teachers’ Day, members of Education International will mobilize throughout the world to highlight the crucial role teachers’ play in achieving quality education! The quality of education is under attack in many countries around the world Education policies are increasingly dictated by budgetary constraints and organisations hostile to public provision of education. Despite recognition that investing in education has social and economic benefit, state supports for education services and salaries have become a standard target for reductions in national budgets. Private schools, including the so-called low-cost private schools have been promoted as an alternative to public education systems in many countries around the world. In many European countries, such as Latvia and Ireland, salaries of teachers are being cut. In other places, such as Ghana or India, low cost private schools are proliferating, hiring unqualified teachers on a temporary contract. In the United States, teachers’ collective bargaining rights are being undermined. And the list goes on. It is time for teachers around the world to stand together for the profession worldwide and hold governments accountable for every child’s right to education. This October, World Teacher’s Day will be understood around the world as the launch of a global-teacher-led movement for quality education. Filipino teachers continue to fight government’s wage freeze policy in the midst of anomalies, corruption and misused of public funds. This year Celebration of the World Teachers’ Day is not just giving tribute to our unsung heroes but also to put into national and global discourse the state of the Philippines Education and the immediate demands for salary increase and benefits of teachers. The WTD celebration should be in the context on the campaign for greater education budget. The P2.3 Trillion National Budget for 2014 is now on the process of deliberation in the House of Representatives. As expected, the big portion of the budget will be directly allocated on Debt servicing, increased budget for the military, public-private partnership projects, conditional cash transfer as well as pork barrel funds for congressman, senators and even the president. No budget for salary increase and additional benefits for teachers and other government employees. Amid the celebration of the WTD, the standard issue of the day is still the wide spread call for the Abolition of the Pork Barrel System. Our sector is at the forefront of the campaign not only for the abolition of the congressional pork but also the P22B “special propose fund” or the Presidential Pork barrel. This huge fund must be re-channel to education, health, housing and other social services. Our Calls and demands: Abolish Congressional and Presidential Pork barrel! Expose and oppose all forms of corruption in Aquino Regime! Re channel Pork Barrel Funds to Education and other social services May pera sa Pork Wala sa Salary Increase! Itaas ang sweldo ng mga guro at kawani! Salary increase para sa mga guro at kawani, Hindi Performance Based Bonus!
