Would the following find support from the equestrian community? SAEF and Equestrian Structures The issues 1. SAEF cost/overhead structure not justifiable given the equestrian base it serves. a. This has been resolved with the 2015 subscription fee. The national office must run with the budget it has, not the one it would like. 2. Current structures are divisive resulting in duplicated costs 3. SAEF and its predecessors have a history of mismanagement resulting in loss of trust between SAEF athletes and Discipline associations. 4. Athletes struggle to see benefit from SAEF subscriptions 5. The current structures are not growing the equestrian base 6. Little or non-effectual transformation and development activities within equestrian sport 7. The needs of the athletes and disciplines across the provinces differ widely The solution 1. SAEF annual membership fees in line with value proposition and mandated tasks. a. As agreed on 10 Jan 2015 for National fee 2. This fee must allow for membership of all SAEF disciplines 3. Each province and their disciplines would be free to set a provincial specific pay to play levy as they deem fit should additional funding be required. 4. This provincial levy would be based on an annual provincial business plan approved by a simple majority of the membership bi annually at provincial level. 5. Funds are paid directly to the intended recipients account SAEF National office With the aid of a central registration/admin system in conjunction with a duly elected manco SAEF national office is restructured to operate within clearly defined budgets. This coupled with the reduction of administrative expenses etc… would reduce the national overhead to a maximum of 1.2m per annum. (Taken care of with the 2015 fee structure) National office duties 1. Oversight of provincial and discipline structures 2. Customer liaison 3. Liaison between international federations and government bodies and provincial committees 4. Passport oversight/checking 5. Advising and ensuring provincial bodies follow due process 6. Preparation and reporting on annual audits and performance reviews of the member bodies and provincial committee’s 7. Disciplinary matters 8. Management of the 7 special portfolio committees 9. Organising committee for SAEF National interprovincial competition and National finals 10. Management of outsourced service providers for national marketing and sponsorship Provincial/Regional duties 1. Each provincial committee would be made up of the regional and discipline chairs who are responsible for managing equestrian sport within their province as they see fit. 2. Central SAEF portal provide provincial and discipline specific area’s to inform members, publish event schedules, facilitate on line entries and detail performance history. 3. Liaison with sports council National discipline committees responsible for 1. Overall high performance programs 2. Team selection 3. Rules Funded from a discipline specific pay to play levy agreed within their provincial committees. Structure and roles within Equestrian sport SAEF SAEF overall governing body owned and driven by provincial committees. National council having an oversight rather than a policy making position leaving authority with the provincial councils. Clubs 1. Clubs are the entry point to structured equestrian sport, working closely with local riding schools, SANESA and the like to grow their membership base. 2. Incubators for athlete and officials development 3. Offer club competition up to a level agreed between the clubs, provincial committees and the relevant disciplines. There should be no overlap between club and “graded” competition. i.e for eventing up to and including 80cm club level, 90 to FEI graded, FEI high performance. FNB League and the like would fall within the scope of club competition. 4. The primary objective of clubs is to grow the equestrian base with athlete/officials development a closely run second Disciplines offer “Graded” competition 1. Graded events offer an aspirational level of competition drawing from the club membership 2. In conjunction with clubs disciplines provide athlete and officials development delivering a pathway to FEI and international competition for those with the talent and drive. 3. It would be against this document that each provincial committee would be measured with an annual report to members and SAEF National illuminating their successes and failures to the greater equestrian community. Summary Such a structure would 1. Bring life to the SASCOC vision for sport as detailed within SAEF current constitution 2. Produce a genuine value add to all athletes throughout RSA 3. Put control and authority where it belongs, namely with the provincial discipline and club representatives. 4. Set defined roles and responsibilities within the entire equestrian community, removing costly duplication, providing athletes with clear value propositions and thus to make informed decisions as to how and where they wish to spend their money. 5. Allow for disciplines. Should they so wish, to maintain their separate legal entities without prejudicing either the SAEF constitution or their own. a. Their funding would be totally from provincial pay to lay levies should a provincial discipline committee elect to set such a levy. 6. Financial controls would be vested at provincial level minimizing the risk of mismanagement of provincial/discipline funds. 7. Athletes would have a clear understanding of both the products offered by clubs and disciplines in their own province and how effective their elected officials have been on delivering against their stated goals and objectives for the year. In a nutshell elected officials would be accountable to their members.
