Union Budget!! . . . #### Modijis Budget: - The Union budget is a deep disappointment. - The budget, for the most part, falls short of its ambition. - The budget clearly does not have a framework for growth or for curbing inflation. - The budget is geared towards short-term capital inflows; on FDI, it is still in the 26 to 49 mindset. - The public-private partnerships are being thrown up as a solution to every problem, without a clear sense of where they are not viable. - The budget is of random and ad hoc structure of public spending. #### Oh NO: - Here is a list of Mr Jaitleys 100 crore schemes (Obviously approved by Shri Shri Narendrabhai Modi) : Modernisation of Madrasas Young leaders programme Sports University in Manipur Development of archaeological sites National Industrial Corridor Metro projects in Ahmedabad, Lucknow Start-up programme for rural youth Beti Bachao, Beti Parhao Yojna for womens welfare Training sportspersons for Commonwealth and Asian Games Agriculture Infrastructure Fund Development & beautification of river fronts Development of Technology Development Fund: War Memorial at Princes Park, War Museum Van Bandhu Kalyan Yojana for tribals Organic farming in the north-east National Adaptation Fund for climate change National Centre for Himalayan Studies Virtual classrooms (Source: ndtv/article/india/budget-2014-finance-minister-s-rs-100-crore-club-sparks-buzz-556205) -The worry about these odd hundred crore allocations is the mindset they reveal. - Someone once rightly said that building half-bridges amounts to building no bridges at all; they are a functional waste. - Reformers (read Modiji only- o please stick to the POPULAR OPINION, you know he has STRONG mandate right!) do not understand that state capacity is severely depleted. - We worry too much about where the state should get out and too little about where it should get in. - The FALLACY is this. In the slogan “minimum government, maximum governance”, we seem to think that the latter simply follows from the former. #### Is it true??: - Governance on the CHEAP WILL get you a cheap kind of governance. - Administrative uncertainty is a bigger killer than legal uncertainty. - When Narendra Modi took office, even some of his supporters conceded that his strength was thinking in terms of projects, not policy. (Come on it cannot be true- Gujarat Model- Gujarat Model [ recite hundred times daily for four months, you will understand!! :) ] ) - The government would be more comfortable thinking about hardware not software. - This budget reflects that, except that most projects are half-baked.
