Section III(J) of a Defense Logistics Agency memorandum of understanding states that equipment obtained through the program must be actually used within one year of receipt. Its basically a use it or loose it clause. All this does is provide an incentive for the unnecessary and potentially dangerous use of ‘‘military grade’’ equipment by local law enforcement in situations where they really arent required. Which frankly explains why theres so much unnecessary use of force when serving warrants and such. The police have to use the equipment, or they forfeit it.
