YARM TOWN COUNCIL There appears to be more misinformation given out by an Association purporting to represent the residents of Yarm. STREET LIGHT SAGA is the title of the misinformation. They appear to be saying that Yarm Town Council were never consulted about the new street furniture and associated works. When Stockton Officers proposed plans and drawings had been completed they arranged to meet the council last year. WE have had three meeting altogether and we have as a council commented and asked for certain adjustments. Sketches of the lights were available to us and no one seemed to think they were ugly. The Stockton Historian approved the lamp standards as appropriate for the historic town of Yarm and as the historian is the expert then there can be no argument. However, a gentleman did attend the last council meeting and pointed out that the lights may cause problems for residents on the high street when using upper floors and these comments were sent to Stockton officers. they replied by email which I have already posted but will repeat here. I would respectfully suggest that to pick faults where there is no fault is rather dangerous and misleading to the public. My policy is wait to see what the ordinary resident has to say - one with no axe to grind and many residents are very happy with the new lights and it appears that the lighting could save some lives as late revellers sometimes forget to wait for traffic and wander onto the road which at present is not very well lit in my opinion as a regular driver through the High Street during the hours before pubs close. EMAIL FROM YTC TO SBC WITH REPLIES FROM SBC There have been several queries raised over the last few weeks that Cllrs have asked me to discuss with you and as shown below. 1. Public Real Works a) A query has been raised regarding the level of lighting being installed on Yarm High Street. Will the lighting be dimmed in any way after a certain time of night so as to minimise the impact on residents living on the High Street? (The question was actually will you supply black out blinds?) REPLY The lights are directional and should not create a nuisance to residents living in the high street but if that does prove to be the case then yes we will provide shields on the lanterns to prevent such a problem. b) Will the lighting be directed away from residential properties on the High Street and how far will the beam of light extend across the highway? REPLY Yes it is directional and will provide sufficient lighting for the footway and the carriageway. c) How will the type of lighting installed effect the Christmas Tree lights and the aesthetics of the High Street? REPLY The lamp columns can accommodate Christmas lights as we discussed. The columns and lanterns are in keeping with the historic nature of the high street unlike the more modern functional lights that are in place now. 2. Long Stay Car Park/Pay and Display a) Can you please give me an update on the situation with the long stay car parks and when they will be open to the public as little work seems to be happening. REPLY Planning applications are in for both car parks and have to go to committee for two reasons. Firstly any application for an SBC proposal has to go to committee as it is part of our protocol to demonstrate an open and transparent decision making process. Secondly there are objections to the applications which need to be considered. Hence work has not started on site. b) If the Long stay car parks are not operational when Pay and Display is introduced onto the High Street will you delay the introduction of Pay and Display until such a time that the long stay car parks are operational? REPLY Pay and display is scheduled to begin at the end of April, hopefully any outstanding issues with the long stay car parks will be resolved by then, albeit they won’t be operational. However we will be ready to move in and build the car parks if we are granted consent by the planning committee. 3. Public Realm Works impact on Yarm Gala a) Are you in a position to advise which area around the Town Hall will be restricted for access during the Yarm Gala 15th June 2014? REPLY We will have the programme for the public realm works by the end of next week which we can share with you. Our intention is to minimise that disruption. b) Are you happy to meet with me nearer to the time to plan out the best location for the staging so that it is accessible and workable for all parties? REPLY Yes most definitely. 4. Junction of The Spiral/Leven Road/The Laruen Beat (Yarm) And finally…. a) Further to the email copied below, Yarm Town Council fully endorse and support any safety assessments and improvements referred to in this email.
