Yap State Code and Yap State Constitution are different. Yap State Code is a collection of laws passed by the Yap State Legislature. Where as, Yap State Constitution is the Supreme Law of Yap adopted by the people in a referendum. If the Constitution is amended to prohibit gambling in Yap then that means the Legislature cannot amend the Yap State Code to legalize gambling in Yap in the future. On November 04, we will vote also on this proposed amendment. If we vote YES, that means we want the Constitution to be amended to prohibit gambling in Yap. If we vote NO, that means we do not want this law in our Constitution. YES, means, we DO NOT like gambling in Yap so we put in our Constitution. NO, means, only few people in the Legislature can decide. Please comments if I am confusing everyone.
