(Answer: Except for praising Joyce Murray and Stephane Dion from time to time, almost never, and Im sure my NDP friends will be quick to point out to me why Im wrong this time). With proportional representation, where parties learn to cooperate in the public interest, MPs from different parties talk to each other and are OPEN to amendments so that a bill with broad support can get enough votes to pass. It beats the stupid game we have now where Party A puts forth a bill, the parties refuse to discuss with each other, Party B supports the general idea but doesnt like some part of the bill so votes against it, then Party A can crow at election time that Party B helped defeat their good bill, which one suspects was the whole point to begin with. How the incentives of winner-take-all voting kill cooperation.
