Years ago I met a retired top cop. Hard working, and as honest as can be. Not long ago had a discussion with two homicide detectives. Hard working also, would go out of their way to solve a murder. Looking at our current issues with PD not just in our own community but across the nation its obvious many serial killers are not being persued by investigators. Not to say some of the detectives dont want to or are lazy, I have recognized that detectives whose ethics are very high dont end up running the investigation. For reasons that are very frightening they are held back. After Jeffreys murder I read many books. From Malcolm X to FBI profilers early history. Malcolm X because the first witness where Jeff lived said the streets were better than any courtroom and it was the KKK behind the killing. Where I grew up the KKK was around. Although my first experience in the late 1970s I was a manager for Fresno Air Terminal Parking. Approximately 50 white robed people parked in the lot. We had black exchange college students working the booths. Friction started when KKK were exiting. Because I witnessed racism growing up, especially towards Japanese, and blacks I taught my children to treat everybody equal. Jeff Sherry Torres walked the walk. The book on early FBI profiling (not racial profiling) many in LE didnt take seriously. To me it was like reading the bible. If you follow the text you should make better choices of who you welcome into your life. One profiler made a suggestion to me, the picture became very clear. I was asked to write a book. At this time I will not write about Jeffs murder. I will write a fiction book based on serial killers, and why they are allowed to run free.
