Yemen’s President Hadi, Prime Minister Bahah and the entire cabinet resigned today after clashes and strong arm tactics by the Houthis in Sanaa. Constitutionally (article 115) the President’s resignation must be accepted by a majority in Parliament. If not accepted, the President has 90 days to resubmit it. Yemen’s Parliament is meeting Sunday to discuss these events. If the resignation is accepted, next in line is the speaker of the parliament, for 60 days until new elections are called. The Houthis reject the legitimacy of the Parliament which was elected in 2003, and one spokesman mentioned forming an executive committee. The Aden military council advised all soldiers to stay in place and not accept new orders from Sanaa. General Nasser al Nuba, founder of the Southern Independence Movement in 2007 may have called for secession of the south.
