Yes this is not right - but to the government it is a case of protecting the greater good - as in ensuring the residence is safe for habitation.... All that said - it does not mean you have to use the services they are forcing you to connect to. Thats why they make shut off valves, knife diconnect switches and such - they can force you to maintain patient connections they cannot force you to utalize the services you will have to pay for except perhaps sewage if they have provided sewage treatment to replace individual septic systems (in the intrest of public health). This is no different then certain counties like in Weschester where several Towns and Villiages deided to protect property values by requiring new building lots to be 3 acres or more where 0.5 acres was the minimum; and when that did not go far enough passing other building codes that required homes to be stick built on site by making it a rule to obtain a certificate of Occupancy - and to obtain said CO required the building inspector to be present for a certain portion of the construction first hand for observation of the construction specifics like the nailingused to join the wall studs to the header and foot plates and where the roof joists met the individual components and again when the constructed rafters where joined to the wall. Otherwise the only recourse is to run for office and when enugh people are tired of the mess. they can work to pass legislation on the local levels to change the existing laws and regulations.
