Yes, we did a thorough analysis of the reserves legislation (2badforkids.org/does_this_affect_my_school_district) as part of our opposition to Prop 2. How can the state say schools have local control of expenses and yet dictate state control of reserves?! Fortunately, the LAO advocates for repeal of the reserves legislation. Lets hope Jerry Brown follows through on his commitment to repeal it or support legislation repealing it. If districts want to hide money, they can do it many ways. This does NOT address that issue and penalizes community volunteers trying to serve their community and their schools in a fiscally responsible manner.
