Yesterday evening my tour group of teenagers was attacked by a gutter punk on Jackson Square. When they escaped his filthy grip he proceeded to repeatedly grab at the chaperone and after an altercation in which force was used the gutter punk and his friends stood at a distance in the same spot laughing. I was on the phone with 911. My group fled in one direction as I now stood on the corner of Chartres and St. Ann talking to the operator looking at them in complete disbelief. Do people realize me and my tour groups have to literally step over them in many cases. They block sidewalks on the daily. I am over having to explain to people why we have so many homeless on the streets, particularly gutter punks and dogs. What are they? Who are they? Why has the dog population in New Orleans exploded recently? WHERE IS THE POLICE PROTECTION? I havent seen a policeman all day. done so, very very done.....and btw I also see a big increase in all loiterers not just gutter punks.
