Yesterday, the House of Representatives passed the four bills authored by Senator Elbert Guillory to provide a 1.5% Permanent Benefit Increase (PBI) for eligible retired members and their beneficiaries. These bills were all tied together with amendments stating that if one bill should fail to receive the necessary two-thirds vote of the House and Senate required for legislative approval, then all would fail. The bills implement the PBI for the four state retirement systems on July 1, 2014, and are listed below. Senate Bill No. 16 for eligible retired state police officers and their beneficiaries. Passed by a vote of 98 yeas and 0 nays with 53 co-authors. Senate Bill No. 18 for eligible retired state employees and their beneficiaries. Passed by a vote of 98 yeas and 0 nays with 60 co-authors. Senate Bill No. 19 for eligible retired school employees and their beneficiaries. Passed by a vote of 100 yeas and 0 nays with 65 co-authors. Senate Bill No. 21 for eligible retired teachers and their beneficiaries. Passed by a vote of 100 yeas and 0 nays with 61 co-authors. None of the bills were amended by the House of Representatives, so they have been enrolled and sent to the governor for his signature. These four bills also contain a provision that none will pass if House Bill No. 1225 by Representative Joel Robideaux fails to pass. This bill was approved by the Senate Retirement Committee yesterday. It is now on the Senate calendar for consideration, which could happen as early as today.
