Yesterday the Parliament of Uganda passed an illegal Budget and did so illegally. The seven Budget Estimates for the following entities were passed without any debate whatsoever over them. Parliament merely endorsed the desires of the 7 government departments. 1. Vote : 001 Office of the President 2. Vote : 002 State House 3. Vote : 003 Office of the Prime minister 4. Vote : 107 Uganda Aids Commission 5. Vote : 112 Ethics and Integrity 6. Vote : 159 External Security Organisation 7. Vote : 122 Kampala Capital City Authority Instead they are now using the Opposition Members spirited fight against the illegalities in Vote 122 about (which Hon. Mpuuga presented a well articulated and detailed Minority Report) to argue that they had spent a lot of time debating the Minority report and so there was no time to scrutinise the Budget Estimates.
