PUNISHMENT is reserved ONLY from the bench. Thats why its called JUDICIAL branch of government. Any cop doing what these assholes did not only violated Constitutional law but also put their municipality in dire liability. These five cops got fired. The suspect reportedly tried to run over or hit a cop with his vehicle and if true should have gone to court on attempted murder 1st degree, HOWEVER, because of the way the cops apprehended him it jeopardizes the case across the board.
