You have to understand that if you send a bunch of free food staples (like rice) to a country that is mostly subsistence farmers (like Haiti) you have just ruined those subsistence farmers. They cannot compete with free. Imagine if China sent us a bunch of free, foreign government supported (insert your occupation here) It would suck for you. Youd have to find another career, train for it maybe. But what options does the subsistence farmer in Haiti have? When you support agricultural prices here, encouraging our farmers to overproduce and then dump the overproduction on the third world, thinking youre helping, you are really killing them. You are kicking them when they are down. Its not helping, and it is certainly not anything like free trade. It is the exact opposite.
