You may not know this, but one of my greatest legislative passions is government performance and efficiency. I received my PhD degree in government from University of Texas at Austin and wrote my doctoral dissertation on performance based budgeting for Congress. In Congress, I wrote and passed legislation in 2010 known as the Government Performance Results Modernization Act which allows Congress to strengthen oversight of the executive branch to identify wasteful spending and prevent ineffective management. This week, I joined my colleague, Congressman Tom Latham, for a forum on Government Performance and a bill I cosponsored with Rep. Latham, the Lean and Responsive Government Act. For me, it’s clear – it’s easy to measure activity but it’s much more valuable to measure results.
