You might have heard about the Massive Catch and Kill of Beach Dogs by the Ministry of Environment. The number of stray dogs in our country is as high as 200, 000(roughly 1 stray dog per each 6 inhabitants) according to PAWS in 2012 and it kept growing. The situation is indeed alarming but mass killing is not they deserve; there are better ways to proceed, the most suggested one being mass sterilisation of the dogs.
