You want a plan Hollywood: 1) less violence in TV/Film/video games; 2) identify, help, and get guns out of the hands of the mentally ill as they are the ones that shoot up schools; 3) jobs and help for the inter-cities; and 4) better gun training for people who own guns. Every citizen in Switzerland is part of their military and are issued a gun by their government and they have the lowest rate of murder in the world.
