Yup. This is basically a law that says that your internet service provider can say tell content providers to pay them more for the bandwidth needed to play their content, as well as be used to effectively censor websites with content that they do not want others to see. For example, under the new laws, Comcast could lower the speed to a website that complained about Comcasts customer service, or spoke out against TPP, or the U.S. Government, or anything else it wanted. Effectively, it curtails the publishers of content freedom of speech, allow them to charge publishers of content more for the privilege of using their bandwidth in order to squeeze more profits out of people. In essence, corporate thuggery.
