To develop and implement a financial accounting strategy within policy guidelines relating to internal controls and reporting To monitor the financial performance of the company as well as control budgets and invest in money markets in order to enhance the financial performance of the organisation. Major Activities of the Job Plan and develop policy on money market investments and review the same. Cash flow planning and presentation through analysing company current cash position and projected cash inflows and advise on its ability to meet its financial obligation. Compile and consolidate TelOne capital and expenditure budget annually. Prepare and negotiate payment plans for foreign and local creditors. Adhere to negotiated payment plans Review bank reconciliations daily Review all other reconciliations monthly Maintain financial reports to align with new standards as they are introduced. Develop and maintain accounting policies and procedures and present monthly financial reports for senior management and annual financial reports for external auditors. Prepare and exchange financial reports with International Telecoms Interconnected to TelOne for purposes of settling bills. Prepare and process creditors’ age analysis report to facilitate settlement of bills and keep an updated creditor’s ledgers Authorise all TelOne expenditure before payment is effected daily. Perform valuation and updating of fixed asset register. Establish all taxes and related transactions to be paid to ZIMRA and submission of all respective returns. Prepare accurate management accounts reports timeously monthly. Review cost models for all TelOne services as per set models monthly for control of budgets for the organisation by making sure all business transactions remain within budget by use of variance reports. Review organisational performance against set targets and prepare ad hoc reports for senior management or for the Board. Give monthly or end of year financial reports on audited accounts. Lead Management in the formulation of budget for the whole organisation. Analyse project viability before approving implementation and prepare investment appraisals for all TelOne projects. Compute tariffs using the COSITU model or appropriate model before implementing new tariffs. Prepare input information on frequency regulations and interconnection agreements with internal and external operators e.g. POTRAZ. Come up with cost effective systems needed for costing function Review financial processes and procedures and update an accounting manual for use by all in Finance sections. Regularly review the TelOne investment policy by taking into consideration current Reserve Bank of Zimbabwe policies so that there is no infringement of policies. Recommend an investment portfolio, money market or structured finance to the directorate. Plan and coordinate internal and external interim and final audits as well as stocktaking. Provide information for annual Collective Bargaining. Prepare annual final reports and all relevant returns. Complete related tasks as required QualificationsA Financial Accounting Degree CA/CIMA/ACCA or equivalent Experience At least 10 years experience in the Accounting field preferably Telecommunication Industry. Competencies Be effective at building relationships Have a high level of business awareness Be analytical, innovative and have good judgment. Have excellent planning and organizing skills.
