Zimbabwe is a unitary state, Section1 of the Constitution of Zimbabwe.My understanding of this is that Zimbabwe can only have one government at any one given moment.But now whats this we see when some government ministries that offer payable services refuse to remit to Central Treasury, the revenue they collect? What now when these departments in these revenue collecting ministries use part of this revenue collected to buy groceries for the government workers in these departments? Isnt it that all monies collected on behalf of government must form part of the Public Funds whose use parliament should approve? If I am correct, can we say that our parliament approved the segregation of government workers working conditions and allowances? Is it a crime that some government employees work in departments that area not involved in collecting government revenue? Isnt that another form of institutionalized corruption?
