Zimbabweans, we recently elected our fellow country men and country women into Parliament and Senate, two Houses set up by the Constitution. Their function primarily is to make laws that bind you and I. A by no means lesser function is to debate policy matters such as the States borrowing activities. Now, with the calibre of representatives that we elect, (you and l are liable for negligence; and guilty of failing to exercise due care when voting) how many are able to competently participate in and contribute constructively and meaningfully to debate on the fiscus, or on any other policy matter? ln saying this l have the likes of Hon. J Chinotimba MP, Hon. O Mandipaka MP, and numerous other gallant sons and daughters of the soil. Are these August Houses genuine pillars in a constitutional democracy or are they luxury holes for hangers-on and joyriders clueless of their supposedly crucial role in the social contract? l cant stop wondering.
