arrest is defined in criminal procedure. the determination and discretion to arrest or not is with our courts. allowing the bill would encroach and preempt judicial determination and discretion on arrest by our courts. there is no cogent need for the bill of sen. nancy binay. we have many laws needing to be reviewed, revised, repealed or replaced with more relevant ones. our lawmakers should look into it rather than work on less important and less significant legislative agenda.
