(b) A deposit may be required to cover costs of temporary meters used for construction projects. During construction, these meters shall be the responsibility of the contractor. When water is used from a temporary connection such as a hydrant, a service fee of fifty dollars ($50.00) for use of the hydrant meter, wrench and hose shall be charged in lieu of a minimum charge. In addition, regular water charges shall be in effect along with charges for any labor involved plus twenty-five percent (25%) on any of the labor charges.
