by Hogeye Bill Here’s the sticky propertarian position on property, in Q and A form. What is the purpose of property? To solve the scarcity problem. Peacefully. The economic scarcity problem is the fact that, for some resources, there is a limit to how many people can use a particular resource at the same time. So we humans make up or evolve some resource usage rules, realizing the having a rule set promotes peace and prosperity. We will call any particular set of resource usage rules a property system. What can be owned? Due to the purpose of property, only scarce resources can be property. This rules out IP (intellectual property) of all types as legitimate property. For independent moral grounds, we rule out owning people, even though they are economically scarce. Sticky propertarians like me believe that all other scarce items are legitimate private property of the sticky type. What do you mean by private property? By “private property” we mean there are no restrictions on who may own - any individual or set of individuals may own a resource in a sticky property system. This contrasts with some other property systems, which might restrict ownership to worker collectives and other favored groups. In short, private property ownership is open to any person or group whatsoever. Both possession property and sticky property advocates agree on this. What is the difference between sticky property and possession property? Private property may be of two general types - possession or sticky. The difference is in the abandonment conventions. If property is abandoned, we agree that it may then be (re)homesteaded. But how long before something is deemed abandoned? Possession propertarians believe that the abandonment time period should be short. Sticky propertarians think it should be long.
