can any one, make an interpretations of our local government codes in our constitution ? pls study the meaning of every word, that is the problem why we are considered poor, in the international community it has been abused, by the intelligent politicians for a long time, and all Filipinos voted yes for that,in the referendum during the marcos constitutional change so they don t violate any laws and continue to exist and the influence of religious beliefs and low standard educations,makes the majority an economic slave of their needs and wants.....
