The devolution is carried out at county levels through county governments. It is now two years since Nadhif Jama has established his government fully. His government has been receiving huge sums of cash from the national treasury. The sectors that received the highest amounts include health, water/ sanitation, Education-ECD, urban/rural roads-new and upgrading and other social services. Shocking again millions of shillings were received from the Transition Authority of which 68 million is yet to be accounted for. That is why Nadhif is unable to face the Senate committee even after he was severally summoned to appear before them. Ten (10) reasons why the people of Garissa County should exert their powers on the Governor are as follows:- 1. Mismanagement of public resources by the structures in his government- millions of public funds are going into peoples pockets. No accountabilities that can convince the general public. 2. General under development in the County-As you take a transect walk through the entire county, there is no any indicator that something is going on. I have been to Hulugho, Ijara, Dadaab, Balambala, Liboi and last week to Bananey and hardly no signs of development. No roads, no dispensaries, few dispensaries with no medicine and staff, the ECDs are still relying on the head teachers. In fact in all the places i visited in the county the people are really crying. Is the zebra crossings on the roads of Garissa town the only thing the billions of shillings could do? 3. There is nepotism in terms of recruitment- This is evident. you only need to refer to all those who were employed in the county. 86% of the positions have gone to the Governors clan, 9% to Awadhaq, 3% to Samawadhal and 2% to minorities. If you dont believe this, wait for the list we are working on. It will be released by next week. 4. Heaps of corruption in the county government-The procurement procedures and processes are faulty a clear indication that corruption is at advance stage. If you are a contractor, then the procurement procedure is that you give a kick back. It normally ranges from 34% to 55% depending on the project amount. This has adversely affected the quality of projects. See the shoddy works going on in the county. 5. Non-independent and corrupt County Public Service Board-The board is chaired by Harun Muhumed-his people call him Qiiq, meaning smoke in Somali. This symbolizes that he is NOT a man who can be relied on. Smoke always follow the direction of the wind! The other 7 CPSB members are always in the dark. They attend meetings, they are only informed of decisions reached by Qiiq and the governor. Their meetings take only between 20 to 35 minutes. The CPSB is supposed to be independent from the governor just like in Wajir and Mandera. It is seldom to see the CPSB chairpersons of Wajir and Mandera with their Governors. This is so in all the other counties. 6. Lack of public participation and involvement in decision making and planning-The constitution clearly highlights public participation. Nadhif has never and will never call for citizen voice in county budget and county strategic plans. Is there any one including the most literate members of Garissa county who is aware of Garissa county budget and strategic plan? Surely Im not and dont expect my parents to be aware. 7. Lack of human resource with experience and expertise-Look at the kind of personalities in the County executives and County public service Board. Yeah there are some with genuine papers but completely lack the experience and expertise. Rotten enough are the Chief Officers and Directors in all the sectors. We are also releasing the list of CECs and Chief Officers indicating their qualifications and experience by next week. 8. Nadhif is NOT focused on development and rather focused on realignment for the next elections. His close kinsmen are fully benefiting from the county projects in preparation for next election. They have a target to save millions of shillings before the 2017 elections. There is no doubt we will elect him if ONLY HE CHANGES and crack corrupt officers in his government and start development projects. 9. The County Assembly as independent as it should be is NOT SAFE from Nadhif interference. The speaker with high number of MCAs on his side often squash any bill that is NOT on his government favour. Hardly do members debate on development agenda and that they enjoy business committee sittings in the various committees. Is this why we elected you? The other challenge on the side of the county assembly is that majority have no reasonable qualification and education and that they are finding it difficult to interpret the constitution and specifically devolution and governance. They hardly interpret any communication from the chair and are there to listen and cheer...my Gosh! 10. Lack of equitable distribution of resources in the county. There are few projects directed to Dadaab, Lagdera and Madogashe. How about Fafi, Balambala and Ijara? I thought these sub-counties were also under Garissa. Why should resources, employment and development skewed to one region and community? Hon. Nadhif you are our son and that is why we trusted you. Please be CEO for the county and act immediately.
