The City of Tshwane Office of the Honourable Executive Mayor 17 OCT 2014 The Honorable Mayor Kgosietsho Ramokgopha A MEMORANDUM OF PETITION: TSHWANE ARTS & CULTURE This petition bears the following reference; Tshwane Tsoga is nonprofit organization (NPO) which formed in 2014 by a group of concerned citizens of Tshwane. Amongst its aims and objectives, Tshwane Tsoga seeks to raise grievance which we as the residents of Tshwane wish to bring to your attention. Section 56(d) and 69(d) of the constitution provides for the National Assembly and Nation Council of Provinces to receive petitions, representations or submissions from interested persons or institutions. Out of a moria of challenging issues our City face today, we wish to delve into the Arts & Culture, particularly the Artistic side. Our city being the capital city of South Africa has the privilege of hosting many calendar events both the Provincial and National. However it has come to our attention that most of our Tshwane residing artists rarely benefit from these events. This has resulted on our artist migrating to other cities particularly Johannesburg to seek both greener pastures and endorsement in order to secure performance at (COT) festivals. 1. THE FAILED TRIBEONE FESTIVAL We as the artist of Tshwane are partially ‘happy’ that this so called “biggest festival in Africa has failed before it could start, for two reasons, most of Tshwane Artists were not on the line up, 2 it saved the shame we would face as the city and the never ending embarrassment we would have to live with for the rest of our lives. As the Citizens of Tshwane we continuously tormented by the festival to the tune of R65 million which was wasted, and R10 million which was allegedly paid to a USA artist (Nicky Minaj). This amount could have been used as a good investment to transform the Tshwane Artistic Fraternity. 2.OPENING OF GIANT STADIUM IN SOSHANGUVE Towards the end of last year our long awaited Giant Stadium was completed and the grand opening was also a flop! Still most if of not any of our local artists were part of the line up, we should refrain from referring to Dr Malinga and Black Motion as Tshwane Artists since the belong to Kalawa Music which is in Johannesburg, yes we embrace them as a product of Tshwane but not as Tshwane residing Artists. 3. ALL WHITE BEACH PARTY This annual event was moved from Bundu In due to the tragedy that took place in 2012 where we saw over 10 cars burn at the same time. It was then moved to the newly Constructed Giant Stadium, still this event was a flop Mr Mayor, again few Tshwane Artists were invited to perform at this event. 4. THE MORETELE JAZZ FESTIVAL This is one event that our city is supporting financially, and that is commendable, however the line up of Tshwane based artists benefiting from this event is also marginal. It is from such events of National Interest that our artists should be promoted and recognized by the entire country 5. THE STATE THEATRE Our City boasts of arguably the best Theatre in Africa, the South African State Theatre, however Musical Events which are held in the venue feature less of our Tshwane based artists, secondly the theatre is either booked 12 months in advance or the cost are ridiculously high which makes it close to impossible to use this good venue for events.The following are classical events that have proven its existence in our city but are less supported by our city; 1. TSHWANE MEGAFEST This event has been running successfully for the past three years, however the City has not supported it financially, the event has been funded by its founders. 2. TSHWANE BEACH PARTY The same goes to this wonderful event which has huge following; however our City failed to support this event as well, in spite of numeral attempts to get funding from the City. DEMANDS Honourable Mayor the following are the demands we place to you for your immediate attention, and the response to this petition should be done within seven(7) working days; We demands that; 1. All the relevant officials who were responsible for the FAILED Tribeone Festival to be fired from the Municipality. 2. The Mayor to meet the Tshwane Tsoga representatives within seven(7) days to hear out the proposed plan of action on the grievances outlined. 3. The City of Tshwane recognizes the existence of Tshwane Tsoga which is a Non Profiting Organization
